[...] Not only is it not traditional black (because they are trained in being stealthy) but the legs are too restrictive for anyone agile! Ninja legs are bound tightly to the leg or have similar to stretch pants where they cling to the leg and are easily moved so is thin and silky.
Plus, blue = rich (see below). Ninjas were not wealthy; they are similar to probably the modern FBI or closer to a "spy". Ninjas (starting at circa CE 14th century) are young, nimble assassins or doing dirty work from the shadows and are from Japan's ancient history. Ninjas use straight(as opposed to curved samurai) single-edged swords, ropes, poisons, explosives, throwing stars, whips, sai's, and other such dangerous and quickly dispensed weaponry.

This costume is more than likely trying to represent Nefertiti, the Egyptian Queen of King (Pharaoh; circa 1350 BCE) Tutankhamen. It's called the "Ancient Egypt" culture (starting Circa 5500 - 31 BCE). Egypt is in the African continent, near the Middle-East and below Greece, across the Mediterranean Sea. This person is wearing a traditional Egyptian pleated gown, which was probably bleached flax or similar loose-fitting material (because it is hot in a desert) with a blue (blue and purple dye was only worn by regal because it was very rare and expensive to import) sash belt, and beaded or braided cowl style wig. If you wish to complete this outfit, I can suggest a few things. A Crook (it's a hooked staff that's banded and about the size of a wizard wand or modern day tennis racquet), a Flail (description below), an Ankh (it's a cross but has a loop at the top so they can hold it), and/or a sickle (This tool was used to harvest grass. Papyrus grew in marshy areas and this tool was a hooked blade that could chop bunches at once.)
Maybe you could incorporate some sandals for the Queen's feet? They probably bound their feet in a loose fabric (similar to what socks do for modern day people) inside the sandals to probably keep her dainty, regal feet from being effected by the sandy terrain. I'm not sure why the Pharaoh was depicted holding one because I'm pretty sure he didn't actually use it; perhaps it was just a symbol for being a fertile land. A flail is a farmer tool that is swung at a pile of grass that has gone to seed. It's like a handle with a bunch of sticks tethered to the top that is used strike and separate the harvested grain, to free the: wheat, rye, or similar type grass seed from the seed casings so that it can then be ground into flour. Most early cultures had a heavy influence on fertility because it was a means for survival.
Lastly, you may wish to get dark face makeup (eyeliner or such and a dark lip-gloss). Usually Egyptians were depicted on Hieroglyphics with dark rings around their eyes so the white of the eye stood out strongly and probably some red on the cheeks (blush) and dark color for lips as well.
